It’s now possible to get visa on arrival to Myanmar.
Myanmar just introduced a new and very important service.
Pre-Arranged Visa On Arrival.
You just fill out a on-line application, get it approved and pick up your sytamp when you arrive in Myanmar.
In other words: It’s no longer necessary to spend a day or two in Bangkok just for that.

Tings Kathmandu 
As far as I know _only_ if you go with Myanmar Airlines. MA has two daily flights from Phnom Penh and they permit Visa On Arrival.
